Water Supply, Sanitation, Sewerage and Regulation

Since its incorporation in 1996, Pöyry IDP has established itself as a pioneering organization specializing in the institutional reform, financial strengthening, operations advisory and management of the water supply and sanitation (WATSAN) sector in the Philippines and regions across Asia. Pöyry IDP has successfully planned, submitted and overhauled WSS subsector studies and subproject initiatives supported by both government and donor agencies, which intend to upgrade existing businesses, water resource quality and waterworks infrastructure. Its assignments to several small towns’ WATSAN project sites in developing regions (urban and rural districts) professes the firm’s competencies in being able to retool water service utilities with investment packages, financial management systems, monitoring and evaluation schemes, MIS infrastructure, and capacity enhancing strategies.

Pöyry IDP’s niche in the water supply sector has grown profoundly over time with its strong collective experience in local and international development projects in the following concentrations of the WSS/WATSAN sector:

Policy Studies and Sector Analysis – Pöyry IDP conducts policy and sector studies and assists in defining broad strategic plans and programs for the water sector at national and regional levels. It conducts regulatory studies designed to assess the effectiveness of the existing regulatory regime in the sector, including improving and designing new regulatory frameworks for water enterprises.

Development of New Systems – Pöyry IDP participates in the design and development of new water supply systems for large cities as well as small communities. It conducts water demand and tariff studies; prepares feasibility studies; and designs organizational, financial, and commercial operations systems for new enterprises.

Improvement of Existing Systems – Pöyry IDP assists in improving and upgrading existing systems and procedures of water enterprises through business applications audit; design and computerization of accounting, operational, financial, and management information systems; and business process analysis and improvement.

Institutional Strengthening – Pöyry IDP develops human resource management programs for water enterprises, conducts training needs analysis, develops and implements training programs on various aspects of water supply operations, and carries out institutional analysis and streamlining of organizations.

Corporatization and Privatization – Pöyry IDP supports the design and implementation of privatization programs and provides advisory assistance to water enterprises in evaluating tenders from interested investors. Specific services include assistance in asset valuation, financial audit and preparation of base-year financial statements, preparation of registration and reporting requirements, design of organizational structure, development of financial performance criteria for corporatization, and financial evaluation of proposals.
