At its core, Pöyry IDP’s varied work with state departments and utilities, local governments and municipal enterprises across Asia and the Pacific reflects the firm’s deepening and evolving proficiencies in fields of municipal finance, financial policy reform and financial management, strengthening and capacity building of governmental and quasi-public institutions, and the reengineering of public sector enterprises. Notably, the firm has demonstrated successful interventions in foreign-assisted projects dealing with local government financing and budget management, investment planning and investment programming particularly for institutions seeking to improve their financial and control systems, operational and organizational processes.

Financial Packaging – assists in the packaging of infrastructure investment programs for financing by multilateral and bilateral funding institutions through the conduct of financial and economic evaluation of projects, prioritization of investments, assessment of financing capacities, preparation of financing plans, sourcing of funds, loan documentation, and fund negotiations.
Infrastructure Planning – assists in the identification and conceptualization of investments, conducts demand studies, prepares investment cost estimates, evaluates financial and economic feasibility of the investments, conducts pricing studies, and identifies services for possible private sector intervention.
Institutional Strengthening – includes the formulation of integrated local institutional development action plans; design and implementation of training programs; assessment, preparation and implementation of administrative reform programs to improve urban management systems and capacities; and formulation of plans to involve the communities and other stakeholders in the implementation or administration of urban development programs.
Revenue Enhancement – assists local governments in expanding their local revenue base and improving revenue generation capacity. IDP carries out assessment studies of revenue potential, tax policies and administrative systems, and procedures; prepares strategic plans and revenue improvement programs; assists in preparing position papers and drafting revenue measures; and provides advisory service in the implementation of revenue programs.
