Water Supply and Sanitation Project in Sri Lanka


The report was based largely on the conducted field researches, interviews and documents retrieved by the Team from its trip to Colombo last January 23 to February 9, 2007. 

As a major deliverable in the ADB-funded project, the IR discussed and outlined the initial assignments and scope of work undertaken by the consultant team during its first trip to the Sri Lankan capital.  The report dwelled on the area’s water profile, socioeconomic profile, and assessed the preliminary development features and constraints of the national water sector.  The IR also specified additional assessments of the terms of reference for the TA, including aspects for complementary operational support, logistical assistance and other procedural arrangements. Particular focus was impressed on the National Water Supply and Drainage Board Act (NWSDB), a policy that the TA seeks to review, revaluate and redevelop within the legal parameters.  The IR also described the preliminary strategies to be deployed for the remaining implementation phase of the TA, including possible interventions for tariff regulation, cost recovery, and rate adjustments.

The IDP Team, as international consultants, was composed of Ms. Evelyn Orda as Team Leader, Dr. Cecilia Soriano as Economist, Antonio de Vera as Tariff Regulation Specialist, and Atty. Nathaniel Santos as the Legal Specialist. These were complemented by local counterpart experts from Sri Lanka. In-house technical coordinator Kristine Roa was also on-board to support the operations of the Team.

The International IDP Team is presently fielding back operations in Colombo in order to continue the review of existing water sector policies, particularly the NWSDB Act, and in preparation of the interim report.  The team is revitalized with the presence of Ms. Noemi Lorena Tan, as a financial analyst.
